Duties

Help
  • Lead, guide, and facilitate planning activities for information programs addressing emerging issues in animal welfare.
  • Provide leadership, management, and vision for the strategic development of science-based information programs, services, and products critical to the animal welfare community.
  • Evaluate proposed or existing concepts of operation (including the use of cooperative agreements and contracts) that facilitate delivery of information-based solutions for targeted customer groups.
  • Keep informed of new techniques and developments in the field of information science that enhance service provision.
  • Build dynamic collection of information resources based upon a deep understanding of customer needs and their learning, work and or business processes.
  • Apply appropriate metrics to continually measure the quality and value of information offerings.
  • Establish and maintain consultative relationships with domestic and foreign library and scientific organizations concerning the establishment, expansion or curtailment of information programs and services.
  • Conduct regular outreach and evaluation activities with customers, partners, and stakeholders to more effectively and efficiently serve the worldwide body of users.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements:

Education: A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled.

OR

Experience: Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.

OR

A combination of education and experience as described above.

AND

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience producing technical scientific information relating to animal welfare and disseminating it to the public; assessing animal health and welfare programs; and assisting stakeholders in maintaining compliance with the Animal Welfare Act.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
